With the launch of a new microsite by the National Transport Commission, now is the time to have your say about reform of the Heavy Vehicle National Law. The new microsite is designed to be conduit for feedback from stakeholders to the NTC.

It is the trucking industry’s primary resource for updates on the review, information from the expert panel and as a way of providing feedback.

The NTC has stated it recognises the current law is not best practice. It describes it as outdated, complex, long, prescriptive and does not support road safety outcomes. The agency’s intention is to go back to basics to review the law from first principles.

The microsite tells us the HVNL Review will result in performance-based and outcomes-focused regulation that will:

  • improve safety for all road users
  • support increased economic productivity and innovation
  • simplify administration and enforcement of the law
  • support the use of new technologies and methods of operation, and
  • provide flexible, outcome-focused compliance options.

The recently convened Expert Panel met at the end of January to discuss its vision for the review and to consider the NTC’s approach to conducting it.

The expert panel is being chaired by Peter Harris, the recent chairman of the Productivity Commission.

The expert panel comprises:

  • Sharon Middleton – Director, Whiteline Transport and President, South Australian Road Transport Association
  • Andrew Ethell – Executive Director, Amalgam Strategic and Board Member, Infrastructure Australia
  • Gary Mahon – Chief Executive Officer, Queensland Trucking Association
  • Gary Liddle – Enterprise Professor of Transport, Melbourne University and Senior Strategic Adviser, Transport, Jacobs
  • Louise Bilato – Executive Officer, NT Road Transport Association

The NTC will be seeking your views between February 2019 and February 2020.
